On Friday, 18 March in Aloja district Ungurpils village, at the construction site of ’SALA’ – the future Business Support Centre-Library of Aloja district, the ceremonial laying of foundation-stone took place gathering almost 80 guests, including representatives of the Ministry of Environmental Protection and Regional Development, the responsible specialists of the construction field, heads of the neighbouring municipalities, entrepreneurs, cooperation partners, employees of the municipalities and local residents.

The present guests were greeted and addressed by the representative of the project partner – Hvaler municipality in Norway, Jostein Takle, Parliamentary Secretary of the Ministry of Environmental Protection and Regional Development Janis Eglitis, SIA ’MONUM’ Project Manager Dmitrijs Jansons and representative of publishing house “Jumava”, linguist Vineta Porina. Before the event reached its peak – the laying of the foundation-stone or capsule in the foundation, a ceremonial address was given by the Head of Aloja District Council Valdis Barda: “I am sincerely thankful to all those, who have been the good spirits, who have thought good thoughts, in order for this project to be implemented. It is an example of successful cooperation, actually a real story of luck. If it is possible to start actual work from an idea within less than four years, it is something one can only dream about. I once again want to thank everyone for it and I hope, that we, who are present here will be the visitors of this building, as well as those, who will create especially successful cooperation in the future with the help of their ideas and actions, because a building is just a building, but the most important thing is to fill it with good thoughts and development. Today also the weather conditions are of significance – fog, snow, but in the end it’s sunny. Also we have suffered various and sometimes hard conditions in our way towards the implementation of this project, but now it is clear, that the results are going to be successful.”

The building will open its doors already in September, this year, beginning its work as a support infrastructure for business, that will be used for the development of the existing and new companies and for the mobilization of the local community. Also a modern library will be located in the building. Construction of “Sala” is taking place according to low energy consumption building standards, using environmentally friendly construction materials in the construction process. Energy for heating the building will be provided by renewable energy resources – borehole heat pump and solar collectors.

Project is being implemented within European Economic Area Financial Mechanism programme 2009-2014 “National Climate Policy” open tender of applications “Development of Sustainable Buildings, Renewable Energy Resource Technolo
