A time capsule was embedded in the foundations of the industrial park in Lociki 08.11.2024
A time capsule with a message for future generations was ceremoniously embedded in the foundations of the upcoming Eastern Latvia Smart Technology and Research Center “ALTOP” industrial park. This project will result in the establishment of one of Latvia’s largest modern industrial parks, focused on the development of smart technologies.
The construction project for a new and the only industrial park in Latgale, funded by the Recovery Fund with €17,125,169.70 (excluding VAT), is being implemented by the Daugavpils City Municipality in cooperation with the Augšdaugava Municipality and SIA “Naujenes Pakalpojumu Serviss.”
The capsule embedding ceremony was attended by the leadership of Daugavpils City Municipality, Augšdaugava Municipality, and the general contractor – SIA “MONUM.”
The Chairman of the Daugavpils City Council, Andrejs Elksniņš, praised the progress of the ALTOP project, emphasizing its significance: “Daugavpils is an important multifunctional center for economic development and services in East Baltic. One of our greatest assets is entrepreneurs who can invest, develop export-oriented businesses, and create new jobs. The municipality’s task, in turn, is to create a favorable environment for investments, so the new industrial park will be a vital space for smart technology companies to develop. The construction and future operation of the ALTOP Industrial Park are significant contributions to the development of the Latgale region. Let ALTOP thrive!”

The ALTOP industrial park will be located on land owned by Daugavpils City Municipality in Lociki, Augšdaugava Municipality. The project includes the construction of a production building, landscaping of the surrounding area, installation of necessary engineering communications for building functionality, as well as the reconstruction of Augšdaugava Municipality roads “Lociki-Lidlauks” /74-27/ and “Lidostas Street” /74-104/ (Phase 1).
